Proposed reclassification of land - various lots - Operational to Community

At the Ordinary Central Coast Council Meeting on 22 August 2023, public notice was given that Council proposes to reclassify 80 lots of land from operational land to community land in accordance with Section 34 of the Local Government Act 1993. This comes after a review of Council-owned land in response to our community and key stakeholders highlighting that some operational land may be better classified as community land. Much of the feedback was drawn from the Draft Plan of Management consultation in addition to other community and stakeholder feedback.
The proposed lots for reclassification located in 12 suburbs included:
- four sites with community facilities comprising five lots in all:
- Glenning Valley: part of Berkeley Sports Complex
- Kanwal: Lakelands Community Centre
- Wamberal: Wamberal Memorial Hall
- Yarramalong: St Barnabas Church; and,
- nine park and natural area sites (some in multiple secitons) comprising 75 lots in all:
- Buff Point, Davistown, Hamlyn Terrace, Jilliby, Lisarow, Noraville, Springfield and Watanobbi.

Central Coast Council proposes to reclassify a total of 80 lots of Council-owned land in 12 different suburbs from Operational land to Community land.
The proposed lots for reclassification include:
- four sites with community facilities comprising five lots in all:
- Glenning Valley: part of Berkeley Sports Complex
- Kanwal: Lakelands Community Centre
- Wamberal: Wamberal Memorial Hall
- Yarramalong: St Barnabas Church; and,
- nine park and natural area sites (some in multiple secitons) comprising 75 lots in all:
- Buff Point, Davistown, Hamlyn Terrace, Jilliby, Lisarow, Noraville, Springfield and Watanobbi.
The reclassification has been proposed on account of community and stakeholder feedback.
During consultation on the Council Community Land Plan of Management (POM) earlier this year, multiple community members argued that some Council-owned Operational land may be better classified as Community land.
Council staff conducted a further review of Operational and Community land and identified several opportunities to better align classification of land with its intended use.
As well as sites that were identified during the POM consultation, other sites have been identified via other community or stakeholder feedback.
All land owned by Council must be classified as Operational or Community.
Community land cannot be sold and must be categorised (for example, as general community use, as park or as natural area) and included in the POM.
To reclassify Operational land as Community land:
- Council gives notice of its intention by way of Council resolution
- A period of public notification of at least 28 days occurs, during which the public can make submissions. Submissions are reviewed and a report is prepared that summarises issues raised and how any relevant matters can be resolved.
- A further report is submitted to Council to formally reclassify the land (less any parcels where it is determined that the reclassification should be deferred).
Once land has been reclassified as Community land, it must be included in a POM. For the land in the current reclassification process, it will be included in an updated version of the Council Community Land POM.
This process involves further community consultation and public hearings.
