The Resourcing Strategy encompasses the Long-Term Financial Plan (2022-2032), Asset Management Strategy (2018-2028) and the Workforce Management Strategy (2022-2026) and aims to ensure that Council’s resources are appropriately allocated to achieve the Delivery Program and the objectives of the Revised Community Strategic Plan (CSP).
The Resourcing Strategy was previously exhibited between 20 December 2021 and 21 January 2022. At the time, Central Coast Council made a commitment to the community to re-exhibit the Resourcing Strategy following the decision from IPART.
The draft Resourcing Strategy was informed by Councils Financial Recovery Plan and reflects IPART’s determination on the Special Variation and draft determination on the water, sewer and stormwater drainage pricing. It was exhibited alongside the draft Revised CSP and Delivery Program (including Operational Plan).
Long-Term Financial Plan
The Long-Term Financial Plan is a key component of Council’s long term resourcing strategy. The plan details financial projections based on key assumptions. Scenarios are included which test against the financial reality.
Revised Asset Management Strategy
The Asset Management Strategy details how Council’s asset portfolio will meet the service delivery needs of the community.
Workforce Management Strategy
The Workforce Management Strategy aims to lead and support Council in building capability through its people, ensuring it can meet the service needs of the community and activities detailed in draft Delivery Program.

Outcomes of exhibition
Thank you to those who provided submissions and feedback on the draft Resourcing Strategy. All feedback has been thoroughly reviewed and were considered in the adopted document.
At the meeting of Council on 28 June 2022, Council noted submissions received during the public exhibition and resolved to adopt the Resourcing Strategy

What is a Resourcing Strategy?
Resourcing strategies are developed to ensure that adequate resources are allocated to achieve the objectives set out in the Community Strategic Plan (CSP) including:
- Finances – Long-Term Financial Plan
- Assets – Asset Management Planning
- Human Resources – Workforce Management Plan
How does the Resourcing Strategy align with the other strategic documents such as the Community Strategic Plan (CSP) and the Delivery Program (including the Operational Plan)?
The Resourcing Strategy supports the Delivery Program and identifies how Council will deliver those actions, projects, programs and activities through its finances, people and assets.
Why did Council exhibit the Resourcing Strategy again?
Council exhibited the Resourcing Strategy between 20 December 2021 and 21 January 2022 to support Council’s IPART Special Variation (SV) application. At the time, Council made a commitment to the community to re-exhibit the Resourcing Strategy in May 2022 once Council had received the IPART SV determination.
The Resourcing Strategy was re-exhibited between 25 May and 21 June 2022.
What information was used to inform the Draft Delivery (including the Operational Plan)?
The development of the Resourcing Strategy, Revised Community Strategic Plan and Delivery Program (including the Operational Plan) have been informed by Councils Financial Recovery Plan, feedback provided by the community during the earlier exhibition and a Community Reference Group (CRG).
